Added info about one VPN service object per router and subnet, and setting
parameters for live tunnel. Also added in a line about enabling the service
and general editing.

Reorganize content as follows:
1) Move topics from "advanced configuration" to "configuration"
in an attempt to increase adoption of such features by
decreasing mental barriers.
2) Add missing references to top of files.
3) Add notes for experimental features and/or those with
incomplete documentation.
4) Fix some consistency issues between titles and file names.
5) Fix some consistency issues with introductory content.
6) Concatenate introductory content, at least temporarily.
7) Remove files lacking content and placeholders to reduce
the "beta" feel.
I will add the appropriate HTTP redirects for the defunct
files after we sufficiently agree on the reorganization.

This User Experience personas are meant to help developers
identify the target audience for their work.
This is the first pass for the content.
The intent is to provide the general information for all five personas
in a consistent manner.
Additional content such as infographics, comparison tables, etc., will
be part of subsequent additions.

The volume state should be "awaiting-transfer" after
"cinder transfer-create", not "awaiting transfer", this patch fix it.

"openstack console url show" to replace the not complete command.

The L3 metering agent section appears to have been originally copied from
the Metadata agent section, but one of the references to the Metadata
agent may not have been updated. This fix updates the reference.
Some double spacing that appeasr to have been added during the copy/paste
has been reduced to single spacing as well.
